Lodging an Appeal
Car Park Securities Limited will consider all appeals in accordance with the Independent Parking Community (IPC) Code of Practice. All appeals must be received within 28 days of issue of the Parking Charge.
- Motorists can submit their appeals by going to: carparksecurities-appeal.zatappeal.com
- They can transfer the liability for an issued Parking Charge at:
carparksecurities-liability.zatappeal.com.
Carpark Securities will also consider all appeals which are received outside the normal period, usually allowed for lodging an appeal, where there are exceptional circumstances. These will be considered on an individual case basis. Exceptional circumstances to lodge an appeal outside the normal period may include; being away aboard, hospitalised as an inpatient, or delivered to the wrong address through no fault of the motorist. Where the Registered Keeper has changed their address and has failed to inform the DVLA in accordance with Part IV (regulation 18) of the Road Vehicles Registration and Licensing Regulations 2002, this shall not be classed as exceptional on its own.
Please note, if you make payment, this will be deemed acceptance of liability and appeals will not be processed after the fact. If no response in 14 days, contact us, do not assume it has been cancelled.
Investigating Appeals
Each appeal will be individually assessed. We will review; the site rules, any fixed or mobile camera footage, information from pay and display machines, information from any mobile apps (for example, but not limited to; Tap2Park, RingGo, Connect Cashless Parking) and information from current parking management software such as, (but not limited to) Zatpark. We will also review any relevant information, and/or evidence, sent to us by the appellant. As part of the investigation, and where relevant, we may ask for additional information from the appellant to support their appeal.
Responding to Appeals
Appeals to a Parking charge must be submitted within 28 days by clicking on the ‘appeal or transfer liability’ button on our website www.carparksecurities.com or by letter to P.O Box 787, Rochdale, OL16 9TH.
Car Park Securities aim to respond to appeals within 28 days. Where a decision on the appeal is not concluded within 28 days, we will acknowledge the appeal and confirm the timeframe for concluding it.
Where an appeal is submitted within 14 day timeframe to pay at the reduced rate, and subsequently rejected, you will have a further 14 days to make payment at the reduced rate.
Where an appeal is received after 14 days from the issue date of the Parking Charge the reduced rate is no longer available at the conclusion of the appeal.
We aim to respond to all the relevant points that the appellant has made in our correspondence.
Our response to an appeal will follow the guidance from the IPC Single Sector Code of Practice and the Appeals Charter included within.
Appeal decisions, our reply and the Independent Appeals Service
Appeal decisions should be provided within 28 days. In the event your appeal is unsuccessful, we will provide you with the appropriate details should you decide to lodge an appeal to the Independent Appeals Service (IAS). Should you wish to lodge an appeal with the IAS you will then have 28 days, from the date of the original appeal decision, to submit your appeal via www.theias.org.
If you choose to appeal to The IAS you will lose the ability to pay the charge at the reduced rate.
There are two types of appeal against parking charges that the IAS can provide,
The Standard Appeals Procedure, which provides a no-risk and free-of-charge independent review of the lawfulness of the charge, and,
The Non-Standard Appeals Procedure, which is binding on both parties and for which a fee is payable.
Please visit www.theias.org for more information.
